Dear Open Group Members,

I hereby announce the Company Review of the following Open Group Policy with The Open Group FACE™ Consortium as the sponsor of the review:

FACE™ Conformance Policy, Version 2.0


This document defines the processes and policies that govern the Future Airborne Capability Environment (FACE™) Conformance Program. The goal of the FACE Conformance Program is to provide a trusted, accessible, and fair process for achieving FACE Conformance Certification. These processes and policies define what can be certified, what it means to be certified, and the process for achieving certification. ItThey also definesdefine the obligations on Software Suppliers for FACE Conformance Certification. This policy applies to all editions of the FACE Technical Standard, hereafter referred to as the Technical Standard.

This document is intended for those interested in the certification of a Unit of Conformance (UoC) or a UoC Package. A UoC is any software designed to meet individual FACE segment (Operating System Segment (OSS), Input/Output Services Segment (IOSS), Platform-Specific ServiceServices Segment (PSSS), Transport Services Segment (TSS)), and Portable ComponentComponents Segment (PCS)) requirements. UoCs can be verified as conformant to the FACE Technical Standard. A UoC Package is a valid set of UoCs as defined in the FACE Technical Standard.

This policy – in conjunction with the FACE Technical Standard and FACE Certification Agreement – constitutes the set of requirements and obligations for achieving FACE Conformance Certification. Buyers – for example, government stakeholders intending to procure FACE Certified UoCs – will also find this document useful for understanding what they can expect from a FACE Certified UoC.

The review will commence on August 10, 2016 and end on August 24, 2016.

The (commenting but not balloting) review group will be The Open Group FACE Consortium, plus other forums, work groups and interested parties from The Open Group membership.

The review group who will formulate the recommendations for all of the change requests will be the Open Group FACE Consortium and invited Subject Matter Experts.

The balloting group consists of the members of The Open Group FACE Consortium.

I hereby assert that this submissions satisfies the Standards Adoption Criteria.

Ballot resolution will be against the proposed resolutions put forward by the sponsor.

For the benefit of those unfamiliar with The Open Group Standards Process Company Review, it is a formal process by which a document is approved for publication by The Open Group. You are invited to review and submit proposed changes (“Change Requests - CR”) that would make the document acceptable to you. A formal ballot then decides which changes are accepted.

CRs should be submitted using the online review system and must be received by the closing date.  You will be asked to supply your Open Group ID and password to access the review site and materials.

7/27/16 - Announce Company Review
8/3/16 - All review materials must be posted
8/10/16 - Review Opens
8/24/16 - Review Closes
8/17/16 - 8/24/16 - Convene teleconferences to propose resolutions
8/29/16 - Ballot Opens
9/5/16 - Ballot Closes
9/7/16 - Sanity Review opens
9/14/16 - Sanity Review closes
9/19/16 - 9/23/16 -  Forward to Governing Board for Approval
9/26/16 - 9/30/16 - Executive Management Team Approval

PROCEDURE for Resolving CRs submitted during Company Review:

1. All requests for modifications must be the subject of formal change requests. They should be submitted via the web interface described above.

2. Immediately after being received from the sponsor, proposals recommending how each submitted change should be handled shall be circulated to the review group, together with a ballot table.

3. ALL members entitled to vote shall vote by electronic mail via the ballot group alias on EVERY submitted proposal within the agreed period. The ballot results shall be circulated immediately after the end of the ballot period.

4. Further discussion of the unresolved change requests during an agreed period may occur for an agreed limited period to seek a clear majority decision. Eventually, only changes that achieve 75% approval will be accepted.

5. The sponsor will announce the outcome of the vote.
